[sdiy] Arp sequencer dead quantizers?

Hi Antonio,

The quantizer on mine was dead last year. After serious pain and  
suffering, I found that replacing the 4007 fixed it. The high  
frequency clock was oscillating, but the voltage swing of the square  
wave was only 3 volts or so, making the counter not count.
