Not necessary? Ugh.
I've seen blown X capacitors several times (one caused such a stench
that my neighbors complained), but at least none caused a real fire.
Don't be cheap on parts that concern safety. The X cap is usually
before the power switch, so it often blows when the device is turned
off and when probably no-one is there who could extinguish a fire.
