I'm have an idea in mind -- a device that will simulate something like a 
faulty jack connection -- with control over how frequent the.

Any ideas how to do this easily?

I was thinking of an IC analog switch with a noise source (fed through a 
hardware SPST for on/off) controlling the throw. Think I could get away 
with a simple pot-controlled RC LPF and a schmitt trigger for tweaking 
the amount of noise blips that set off the IC's throw?

I'd try it out but I don't have a IC switch handy... <g>
