Hi Aaron

You should strictly follow a convention of using one layer for
vertical, and another for horizontal. I'd even use a couple more
vias if you need to in order to adhere to the convention. I use
the top layer to go the direction which would allow a trace between
IC pins (I don't do that on the solder side...)

You will avoid getting boxed in, you can clean up in twenty minutes 
later. Its easier if you need to make changes as well.
