I wouldn't bother cutting the legs before soldering but this does mean being 
aware of the number of components fitted between each soldering stage so 
that you maximise accessibility.

The only way I would consider pre-cutting would be if I had one of those 
hand tools that forms and cuts. This would be a reasonably fast process and 
would then allow more components to be fitted between each phase.

My unit also came from Italy.
