Spray paint...
Plain anodized rack panel. Apply coat of white metal primer spray. Let
dry 30 minutes. Coat of blue spray. Some green spray through a paper
plate stencil held 6" away from surface. Let dry long enough that paint
isn't very sticky. A very thick coat of white primer spray through a
paper plate stencil laying on the panel surface. Let dry while you cut
the grass - 45 minutes?
Here's where the finishing touches are to get the effect I ended up with..
Spraying black paint 2" away at something like a scrap of wood, drip the
black paint onto the panel from a height of a few feet. Let dry 15
minutes. Very lightly mist with metallic silver from a few feet away
(this only takes a few seconds).
Let dry completely.
Sand down the silver paint to reveal the undercoats and black drips
using 800 grit or some other fine sandpaper.
Pencil and ruler to mark drill points... drill press.
