Hi Nate,

In general leave the most sensitive and fragile parts (Semiconductors)  
until last,
start with the IC sockets and headers or terminal pins, then R's, C's  
and L's then
diodes, transistors and finally the IC's. Don't subject the  
semiconductors to any
more heating than necessary so put all of the passive parts down first.
