Working under highly adverse conditions does have one advantage:
It can force a person to be organized, rather than just have drifts of
components, half-finished projects & broken scrap all through the house.

I don't know how 'cool' your folk are, or what the neighbourhood is like -
but an old VW van or so with a wrecked engine can often be had for $200 or
less & that would make a better 'shed' than you could build for $200.
