A friend of mine has - however, he had an existing concrete-walled shed
which
he put some insulation in and plasterboard over the walls (since it does
occasionally get cold in the UK).
I'd say that it'll be important to make sure the room is nice and bright
(he
painted his walls white, and put a couple of fluorescent lights in the
ceiling
along with a couple of desk lamps).
And a lot of shelves along one wall makes it easy to store boxes of
components.
But I suspect all that would break your $200 limit...
