This subject has popped up before, I think CPLD parts (perhaps 2) were used, maybe a fast PIC
could do it. Certainly an FPGA could do it. A digital T.O.G. will have lots of flipflops.
Try to Google "____ top octave generator" where the blank is things like PIC, CPLD, AVR,
microprocessor, etc.
