Not necessarily.  If you make a small PCB for just one component 
with suitable headers for attaching a cable harness, you can 
later switch out any panel component (perhaps with a new PCB for 
a different component type if you've never used it before) and 
still keep everything else.  Or you keep the panel and switch out 
the module itself.
