It's not (unless you get permission).
Even in a case where nothing else is protected in an electronic circuit, the 
PCB artwork certainly is.
That's copyright here; much stronger than patents etc. At least that's how I 
understand it.

Speaking of my own PCBs: You are free to use a PCB you've bought from me to 
build something, and then sell it.
You are *not* allowed to copy my PCB artwork, however, and make your own 
boards, and then sell them.
