[sdiy] Low Cost Avnet Spartan-3A Eval Board News

Hey...I have a Keyspan USB->4 port serial interface...and last night, I 
figured out it wasn't working correctly any more...and guess what...I 
had just upgraded to XP-SP3 as well...I have heard from others that SP3 
had some detrimental affects on some USB drivers.
