My guess - and it is only a guess - is that it puts a little non-linearity
in the F/V curve, to compensate for a little gap when switching occurs.
Like the high end freq tweak seen in many synth VCOs.

I'm looking at the LM331 data sheet and can't figure out what the 
transistor in Fig. 4 is for.  They just say that Fig. 3 has been modified 
for high freq operation.  Any expertise or ideas?  Something to do with 
startup?
