LM 340T - 15 is a positive 15V regulator.

The center lead is also the tab so the connection could be through the
mounting screw.

Your guess on the 5837 is prlly right... its a digital (and
VERY VERY SUCK !!!) noise source that sounds at best like a ticking bomb
(repetitive noise every second...)

Other questions ???
