Now this IS a comparator ...
strange choice of output though 1v ?
An OpAmp with no feedback (open-loop gain of maybe 1000 ?),
one signal to each input, potential divider on output to give
0v or 1v.
If the two inputs are the same as each other the output could
go crazy for a while though !
