I have some of these,  and a bunch of crystals in that frequency as well.

I've run across that part a few times (I think I may have one or two),  when 
everything else was 74xx TTL.  I'm guessing that the reason for this was that 
the 74123 dual monostable had a poor reputation for being vulnerable to 
temperature.  I have also seen the 96LS02.  Got data on the both,  too.
