The Moog Little Phatty does something like this. It use a rotary
encoder with integrated tact switch; push the knob in to engage the
switch while turning, and it increments by 10. It works pretty well.
I can't tell from your description if you meant a separate pushbutton
or one integrated with the encoder, but my experience with the
integrated solution has been OK. I'm still not fond of rotary
encoders for actual sound editing though; I think they are fine for
lower-resolution data management and menu navigation. For sound, give
me pots any day.
