The datasheet I found said says 'yes' - this pin must be significantly more
negative than signals applied elsewhere to the chip. There is a page or two
about the CA3019 and CA3039 in Jung's book 'IC Array Cookbook' (Hayden,
1980): apart from the obvious differences like the arrangements of the
diodes, it appears the 3019 is a slightly less well spec'd device than the
3039. For example: matching, the typical difference between Vf's for the
3039 is 0.5mV, for the 3019 it is 1mV; reverse leakage for the 3039 is 16pA
at 4V, for the 3019 it is 5nA. A quick flip through the book shows the
CA3019 features in a few applications, like a 'precision ac current meter'.
