I'd build two fixed networks, one emulating a baxandall network with
bass -1dB / treble +1dB, the second emulating the same network with bass
+1dB / treble -1dB, and use a sinle potentiometer to crossfade between the
two outputs.
I bet this can be all passive, with less than 10 resistors and capacitors.
