That is actually easy and incidentally will also test the speculation of 
what exactly the tapped primary is for.  Connect the single primary to 
a beefy but low voltage AC source (12V...30V).  Then measure what 
voltages develop between the unconnected ends of the second primary.  
If you find two that deliver the same as the input voltage, take one 
leg and connect it to the AC source too.  Measure the voltage between 
the still open end and the other side of the source.  If zero, that's 
the correct orientation, if double the input voltage then you have it 
wrong (this is just one reason why you shouldn't use the mains for this 
test).  If it doesn't work out to zero or at least very close to that 
the two primaries can't be paralleled at all.  Once you've worked out 
which way to parallel the windings (if it's possible), test again with 
the low voltage AC that there is almost no primary current as long as 
there is no load on the transformer.
