yes I understand these are fixed filters. The VC controls I had in
mind would be dedicated to the "management" part of the board :
VC-mix of outputs, VC-selection of filters directed to a specific
output, etc.

not at all. each filter would have its own i/o with corresponding
i/o on the front panel; but since the motherboard could host at least
6 or 8 filters, some management / mix / control circuitry could be
added to mix / select / redirect single filter outputs to a single
stereo output...
This is just a raw suggestion; some design and careful thinking
must be done, but you get the picture...
