I just got the latest Micro-Mark small tools catalog today (I
recommend it BTW) -
it has a nice looking powered nibbler (like a dremel for sheet-metal
nibbling) that could help with larger square openings,
and also two sizes of right-angle punch that would probably simplify
the job quite a bit.
Oh wait, these punches are only for wood and plastic.
I wonder though; seems there ought to be a 90-degree corner punch for
metal; that would eliminate the need to get custom size rectangular
punches as you could line up and punch four corners and define any
custom size you needed.
I like the CNC suggestion too; the cost to effort ratio might be
pretty darn good there.
