I've used DipTrace (www.diptrace.com) for several boards, both commercially
fabricated from Gerber files and hand-etched, and have been quite happy with
both the product and the company's customer support. They have a free
version, a time-limited evaluation version, and several "tiers" of licensing
(pin count vs. price, basically).

DipTrace has this, I believe.
