I've used these fairly often:
http://www.schmartboard.com/
They have different types - some designed for extremely easy soldering,
others are more difficult but less expensive. Despite that I find the
cheap ones reasonably easy to use.
Most of them have at least some pads for passives in addition to chip
footprints. Some have ground plane.
