There's an oft-repeated factoid in the UK that crossing London is  
slower now than it was in the 19th century. Horse-drawn carriages  
were slow, but there weren't so many of them and you didn't get stuck  
in traffic jams or at traffic lights.

Whether it's true or not is (in a way) irrelevant. The point is that  
it is believable, and believed.
