Possible, but unlikely.  If the tantalum was a 10V type, it had a 
snowflakes chance of surviving hell on a 15V regulated output.  If you 
now use a modern electrolyte with low ESR, the reason for having a 
tantalum has gone away, otherwise just additionally bypass the supply 
just after the regulator with a 100nF ceramic cap.  The rule for 
tantalums is to use them at max. 2/3 their rated voltage or even less 
than that.
