If you look closely at the datasheets, you'll find that the -15V are 
dropped to -6.5V via an internal Zener diode.

There is a direct line of ancestry from the Interdesign arrays that Doug 
Curtis designed his first chips on and the 700 series, though I doubt 
they are identical (the breakdown voltages assumed in the CEM 
datasheets and the ones listed for the 700 series don't match well).  
OnChip is even listed as a (design) partner company at the Zetex site 
for the 700 series.
