i've bought a couple of jameco assortment kits,  http://www.jameco.com/Jameco/catalogs/c274/P81.pdf, not a bad deal, especially the refill packs.  

but the real key is to overbuy whenever you put in an order.  frinstance, mouser resistors drop from 12 cents to 2 cents each when you buy 200... so i always buy 200 of any value i need, and i'm set for months.  particularly good strategy if you build multiple designs by the same designer... ken stone, for instance, pretty consistently re-uses the same values across many designs, so if you stock up when building a couple of his projects, you'll have a good base for filling other CGS boards.

that said, even after a few years accumulating a pretty massive stock, i'm almost always short 1 or 2 parts whenever i start a new project...  one of the sdiy correlaries to murphy's law, i suppose.
