The problem with the SSM2164 is it has an expo response, so it's
response won't match a standard cheap & cheerful envelope follower
in a vocoder application.
Options might be to linearise the response of the SSM2164 using a log
converter or another section of the 2164, or use an RMS envelope
follower like the THAT2252 (or combined EF and VCA in the THAT 4305).
But that's going to cost $3 - $5 per channel.
