The chemicals should still be good, they're just weak solutions of
potassium hydroxide (developer) and sodium hydroxide (stripper), IIRC. I
assume they're packets of dry powder--just mix up the stripper and soak the
board for a while. It may take hours to loosen the resist up. The more
purple the resist is, the harder it is to remove (it starts out almost
colorless). It'll probably take some elbow grease with a toothbrush or a
pot scrubber to get it all off.
