Perhaps you've ruled this out, but another approach would be to use a 
tiny PC (very small units are available) running an embedded Linux. 
Then you could use off-the-shelf hardware (audio interface with 
microphone preamps, cellular modem, etc.), and free open source 
software for audio recording and data transmission. You could use 
Flash memory instead of a hard drive, if needed. The open source 
software could be modified as needed for your particular needs.

I don't have info on specific hardware and software, but I know that 
it all exists. Well, I'm pretty sure that it does.
