If we make an effort to bring the material to one place, then that place becomes
a natural hunting ground for many people and since the word will spread. Then
compilations from open sources will become less of a buissness since it will be
easier to identify "the mothership" even from a distance.
What I think one should do is link back to the place from where contributed
material came.

As for the legal aspects, Agilent once discovered that their manuals had been
scanned and made the normal (stupid) act of tossing evil letters. Eventually
they learned and now they not only have a huge archive of their own, but they
also accept scannings that people have done and put on the net assuming it has a
sufficiently high quality so it can be usefull. They are actively trying to fill
empty spaces and they even take requests to scan things. They are actively
working on their backlog. It honours Agilent and shows that they are intrested
in a long-term relationship with their customers.
The legal aspect is always there.
