What would work is Ron Rivera's "Phase Modulated Synch". This was a
mod they used to do to ARP 2600s.
It is done with sawtooth oscillators and hard synch.
You use a comparator followed by a monostable (555) on the sawtooth
of the Master Oscillator to generate short hard reset pulses for the
Slave Oscillator.
You can then voltage control the comparator threshold to vary the two
oscillators relative phase.
Simple but effective.
