You can use any PCB editor.  Just set the grid/snap to 0.1" or whatever 
you need.  For stripboard I use bottom copper to represent the tracks, 
and top copper to represent the wire connections between tracks.  You 
need to make yourself a few different length packages for components 
like resistors, etc.  Here's a stripboard layout done this way:

(software used was Proteus, but any PCB software would do)

Yep, like Eric said: liquid flux.  Or just buy some more, it's not so 
expensive!
