I don't find this difficult actually. Well I don't play on a keyboard  
the same time, I play either a MIDI Wind Controller or a flute. And  
it's only a one octave/13 keys pedalboard.

The pedals already have a latch mode, i.e. hitting a key once sends a  
Note On, hitting it another time sends a Note Off. The LED shows if  
the note is on or off. This is really handy, especially if more than  
one key is active at a time.
