OOPS - just realised what you mean with pos, neg and ground ---
+/-15 v rails, each with seperate smoothing caps !
      (still can't find data on this supply -their website is hopeless!)
Right, so you can compare their charge time or swap caps, one for the
other - see if fault follows cap!
