Before you go off and zap yourself, look at spending $34 for one of these 
things:

I have used these in the past. Fully encapsulated, accepts any AC input in the 
world
without jumpers, and *safe*.

My other favorite Astrodyne module is the ASD35-5D12M which is +5V in and +-12V 
out.
