One way to get what you want, is to have a single channel sequencer, that
depending on voltage level opens one of the three gates.
I expect that something like this exists already, but if not, you could base
one around a LED bar driver
(the voltages from the single channel sequencer would turn on different
outputs depending on level, and you could use these to select the relevant
VCA via gates.)

Alternatively, the sequencer voltage could go to an A to D converter -
keeping the input range low so that only the first three states can be
selected - and then the digital output could control a multiplexer,
selecting the relevant VCA.
