It's called "caustic soda" over here (Australia).

Be careful handling it. It burns your skin. (well, it dissolves your skin..
If you feel a bit of itching or stinging, wash it off with LOTS of water.
Here it comes in flakes, and as they get exposed to the air they attract
moisture & get sticky. So you can get a flake stuck to you.)

Another thing is, it generates some heat when you dissolve it. So I would
add the flakes to the water, slowly. 
I used a lot of this stuff as a child making hydrogen filled balloons - with
aluminium scrap.
