The capacitors are there to provide a stable power supply voltage.
The capacitor will filter power supply noise and provide a low impedance
source for surge currents.
Typically you will see values of 0.1uF very close to the IC power input.
If you provide filtering at the board level it is usually in the 1-10uF range.
There is a very good application note from Analog Devices about grounding
and decoupling called "An IC Amplifier User's Guide to Decoupling,
Grounding,. and Making Things Go Right for a Change" which is by Paul
Brokaw.
