The 4046 would be a no-brainer. It should prove to be no major issue to have it
do that. It's really a cook-book thing. We are talking about a 4046, a cap and
a resistor or there abouts. Oh, and naturally a cap for decoupling.

The 4046 is the way to go if you ask me. You should be up and running in
no-time. Oh, and you can just forget about the detectors and just use the VCO
part. :)
