They're not an ideal solution.  Ideally all rails should shut down
at the same time.

I've seen situations where a fuse has blown in one rail, and the 
other rail has dragged the faulty rail up (or down) through zero,
reversing the voltage across various parts, causing further damage.

If you decide to use fuses, I suggest putting protection diodes
(or perhaps transient suppression diodes?) across each fused rail.
It's cheap insurance...
