I've always found a normal cheapo hot-air paint stripper to be excellent 
for removing SMT ICs.  I make up a nozzle adapter for it to get a 
thinner stream of air, and sometimes use a aluminium foil 'mask' to 
shield the rest of the PCB from the heat.

The same cheapo paint stripper also has a low setting which is perfect 
for heat-shrink tubing.
