Howdy,

 i think what you have there is some stuff the phone
company used or underground splices. The stuff would
melt and form a waterproof seal when buried.

 As for a "spray" or something, you might try some
SP-1200. it will dry, leaving a barrier against
moisture in order to store shiny steel items such as
hydraulic cylinder shafts. It will probably do the
trick for you.
