My experience with heat shrink tubing is spend the 20 bucks and get
a heat gun. If you go to a craft store or something they are usually
much cheaper--even though they may be hot pink, or have sparkles on it.
While I was able to use a sodlering iron to shrink tubing, the results
were pretty atrocious and aggravating. If it still doesn't shrink after
you get the proper tool, then maybe the tubing was left on the dash of
a car on a hot day? :)
