[sdiy] Heat shrink tubing driving me crazy....

I've got this heatshrink recently that just doesn't shrink. I admit I 
don't have a heat gun or other proper tool, so I use my soldering iron 
as heat source. But this tubing wont even shrink when doing the 
"lighter" trick.
Anyway this got me thinking, some time ago I was having problems with a 
+/-15V toroid transfo and it turned out the wires where coated with 
something. After scratching the surface the transfo worked perfectly. So 
does this coating stuff exists as a spray or something alike? Would 
solve my problem perfectly. It's probably a very nasty chemical product, 
but I can't imagine that the fumes from burning heat shrink is healthy 
too...
