Sounds like you might have a problem there all right...
My test for these is to connect a light bulb in series with the primary. If
the bulb lights up with anything approaching "normal" brightness, the
transformer primary has shorted. Or something. A 60W bulb should do the
trick. Or use whatever's handy, it's not critical.
