[sdiy] Dead transformer?

Hi list, i'm trying to fix a Ashly XR1001 crossover and it seems to me like the transformer is dead, however i'm not entirely sure on how to determine this so i'd just like to verify wheter my assumptions are correct.

Basically i get a big primary current draw at no secondary load, about 500mA for 60V input - the primary current draw is supposed to be next to zero if the secondaries are unused, right? I also measured the inductance of the primary winding and the 2-3mH i got seems very small comparing it to other transformers i measured where i got 200-5000mH.
