FWIW, I have always used 470pF for this cap and never had any
instability issues with the 40 or 50 723-based PSUs I have built over
the years, Veroboard, PCB or rat's nest.

I just pulled out one 723 design I know of (from the Transcendent) and
that
has 330pF between pins 4 (not 5) and 13. So 100nF does seem a bit
large.
